(Por Aimeé Cabrera) Una conferencia de prensa fue ofrecida por los Ministerios de Trabajo y Seguridad Social (MTSS), el Ministerio de Finanzas y Precios (MFP), el Ministerio de Transporte (MITRANS), el Ministerio de Salud Pública (MINSAP) y el Instituto Nacional de la Vivienda, a los medios de prensa nacionales el lunes 12 de septiembre.

En dicha conferencia los distintos funcionarios ministeriales dieron una panorámica de las nuevas medidas “de ampliación y flexibilización del trabajo por cuenta propia”. Dos hojas del diario Juventud Rebelde del martes 13 ocuparon todos los parlamentos tratados por quienes representan de una manera u otra, a las instituciones estatales más burocráticas y corruptas del momento. Por lo que dedicaré un análisis a lo expresado por cada dirigente de estos ministerios e instituciones.

Entre otros aspectos se describieron las medidas adoptadas en la Reunión Ampliada del Consejo de Ministros, celebrada en el mes de mayo de 2011, las cuales han sido llevadas a la práctica a través de varios decretos leyes y resoluciones, las cuales aparecen en las publicaciones extraordinarias números 28 y 29 de la Gaceta Oficial de la República.

La ministra de MTSS explicó que la nueva Resolución 33(que sustituye a la vigente 32) y regula por su parte, el trabajo por cuenta propia, presenta cambios, a partir de análisis realizados, por la experiencia obtenida en esta forma laboral.

Citó modificaciones consideradas importantes como que se extendió la cifra de actividades por cuenta propia a 181, y la autorización a contratar trabajadores a 83 de estas actividades, aunque no se refleja en el diario si las 181 pueden hacerlo. Ni se reflejó sin embargo, la apertura a los profesionales para que puedan ser cuentapropistas.

Se le dio gran importancia al carretillero, el que ahora es considerado “vendedor de productos agrícolas”. Un personaje que deambula por las calles con su mercancía que casi siempre son viandas, vegetales y algunas frutas, y cuyo medio de transporte improvisado lo convierte en una figura deprimente más, deambulando por las calles de la capital.

Otra nueva opción laboral es la de Granitero, o sea el que elabora y vende mercancías hechas con granito. Material en déficit para reparar las miles de casas en mal estado o edificar las ya derrumbadas. No se explica cómo pueden obtener la materia prima, esperamos que no sea robando y comprando en el Mercado Negro la que se facilita para las construcciones de inmuebles y otros.

Otra forma de convertirse en cuentapropista es como Agente de Seguros, donde no faltarán los estafadores de siempre; otra variante laboral privada es la de organizador de servicios integrales para fiestas de 15, bodas y otras. A ver si a los que tengan buen gusto y prosperen en la actividad no les pongan freno con el ánimo de controlar en exceso todo cuanto se haga para embellecer y recrear.

Y se menciona al Gestor de Viajeros, bonito nombre para denominar a los que vocean al lado de los carros de alquiler que realizan viajes dentro y fuera de la capital. Otro aspecto tratado por la ministra de MTSS fue el relacionado con las modificaciones contentivas del Decreto-Ley 284, aún en vigencia, sobre el Régimen especial de seguridad social para los trabajadores no estatales, como es la eliminación de la obligatoriedad de afiliarse al mismo por las cuentapropistas de 60 años o más, y de los hombres de 65 años o más.

Los que pertenecen a este grupo de personas necesitadas de un descanso por las enfermedades que padecen o por las décadas de trabajo que llevan sobre sus espaldas llega al número de 6 000 en toda Cuba. En caso de que quieran darse baja o no obtengan la ganancia que esperaban, tienen derecho a que se les devuelvan las contribuciones que por tal efecto hayan efectuado hasta el momento de cesar como cuentapropistas.

Para ello deben hacer su solicitud dentro de los 120 días posteriores a la fecha de entrada en vigor del Decreto-Ley. No se aclara, sin embargo, cuantas veces tendrán que ir a buscar la devolución, en un país, donde el burocratismo hace metástasis ante toda idea novedosa y práctica.

Por último se trató que, “en cuanto a la posibilidad de pago con carácter retroactivo de la contribución a la seguridad social por el trabajador no estatal, se amplía el término establecido para ello a diez años; hasta ahora era de dos años”-resume el amplio reportaje.
